EU-China cooperation in education has recently experienced a fast acceleration. The policy dialogues have been important instrument stems from the joint declarations signed by EU Commissioners and DGs with the Chinese Ministry of Education.
Following those joint declarations the EU and China have set up policy dialogues in the fields of education, training, research, culture, multilingualism and youth. This project will play a very important role in facilitating the dialogue and exchange among European and Chinese higher education actors, and especially enhancing the dialogue and cooperation for doctoral education, including policy makers, academic leadership, administrators, supervisors, researchers and students.
The levels of academic degrees in Europe and China are both connected to three different phases of higher education: bachelor’s degree, master’s degree, and doctoral degree. Doctoral education has become central to higher education and research policies, it is essential for maintaining a vibrant economy and healthy communities especially in the face of increasing global competition. More and more doctoral students and researchers are needed to contribute to education, science, technology, economic innovation, and society.
Doctoral education requires and enlightens students to think critically thus preparing them to creatively deal with and find solutions to problems. Pursuing doctoral education is not only seen as a corner stone for academic careers, but also as a valuable development for the professional life. In doctoral education, the doctoral candidates not only develop deep knowledge in specific domains, they also develop critical thinking, problem-solving, high-level analytical skills, experienced organising and managing skills, pro-active entrepreneurship, outstanding communication, and the ability to work in international environments. This is very necessary to ensure that our academic and professional community continues to be vibrant and healthy to compete in an increasingly knowledge-based and global world.
As the benefits of cooperation between EU and China for doctoral education become more visible, dialogue and cooperation in doctoral education are increasingly seen as a genuine way to strengthen university ties in research and innovation. Therefore, there is a pressing need for a more systematic dialogue in this field.
European and Chinese higher education systems have their own characteristics and features. In order to better collaborate and establish a win-win cooperation, we need to be able to compare and understand the two systems. Internationalization process brings the two systems closer as we have seen in the last decade. However, there are still a lot of areas (policies, cultural values, curriculum, practices…) we need to understand each other better to deepen the People-to-People dialogue and strengthen our cooperation in education, culture and research. Moreover, current practices show that there are barriers in the areas such as joint programmes and student mobility in both ways. Stakeholders including policy makers, administrators, supervisors and students, all play an important role in this process. Therefore, in this project, we aim to bring together the relevant stakeholders and strengthen dialogue and cooperation in the field of doctoral education.
